Employer of Applicant files application for Foreign Experts Working Permit to Shanghai Municipal Administration of Foreign Experts Affairs

Materials need to submit:
1. Application letter by employer
2. Application form of Foreign Experts working permit
3. CV (Include education background and work experience)
4. Copy of applicant’s passport
5. Copies of highest diploma or professional certificates
6. Health report issued by foreign medical institutions certified by Chinese embassy or consulate, or by health and quarantine institutions appointed by Chinese government
7. Contract or agreement (See references below)
8. For cultural and educational institutions, they must also submit Qualification Certificate of Organization Retaining Foreign Experts
9. Business license and organization code of employer
Examination by Shanghai Municipal Administration of Foreign Experts Affairs
   
Issue Foreign Experts Working Permit after approval by Shanghai Municipal Administration
Examination of the materials submitted
Decision will be made within 20 working days since acceptance of application
Employer of Applicant applies for Visa Notification Form at Foreign Affairs Office of the Shanghai Municipal People’s Government

1. For foreign professional technicians and managerial staff retained to carry out accords and treaties signed by countries or international organizations and Sino-foreign trade contracts, they need to submit copies of relative project agreement and order of approval of project.

2. For foreign vice general managers and above or foreign high level managerial staff or important technicians whose standings are equivalent to them, who are retained to work in foreign investment enterprises in China, they need to submit copies of appointment letter by the enterprise or contract.

5. For foreign professionals retained to work in Chinese schools and other educational institutions, news and press institutions, medical and pharmaceutical institutions, scientific research institutions, cultural and art institutions, sports and other institutions, they need to submit standard contracts printed by State Administration of Foreign Experts Affairs signed with their employers.
