Several Measures on Optimizing the Business Environment By Shanghai Municipal Human Resources and Social Security Bureau

In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the instructions on intensifying the reform of optimizing the business environment given by General Secretary Mr. Xi Jinping, and abiding by the requirements of Shanghai “Action Plan on Optimizing the Business Environment to Accelerate the Construction of an New Open Economic System”, the following initiatives are put forward in accordance with our current working environment:

1. The Municipality will continue to periodically reduce the unemployment insurance rate. On the basis of the periodical reduction of the unemployment insurance rate from January 1, 2017 to April 30, 2018, the Municipality will continue to implement the 1% unemployment insurance rate(0.5% from the employers and the other 0.5% from the employees)to April 30,2019.

2. The Municipality will periodically reduce the employment injury insurance rate. As to the industries from the Category I to Category VIII, the Municipality will reduce the current employment injury insurance basic rate (0.2%-1.9%) by 50% from May 1, 2018 to April 30, 2019.

3. The Municipality shall expand the unemployment insurance coverage by supporting enterprises and stabling positions from May 1, 2018. Employers who meet the requirements will be given a 50% subsidy on the basis of total amount of the unemployment insurance premiums paid by the employers and its employees in the previous year.

4. The Municipality shall suspend the collection of Arrear Wages Protection Insurance Premiums beginning in 2018.

5. The Municipality shall simplify the procedure on social security registration. According to the state's regulations on integrating five certificates together, the social insurance registration is incorporated into the industrial and commercial registration process. The social security department directly completes the enterprise's social insurance registration based on industrial and commercial information. New enterprises established through the “One Window” platform can link the Shanghai Municipal Human Resources and Social Security self-service management system to apply for registration of employment and social insurance on the internet.

6. The Municipality shall combine the online processes of employment and social insurance registration. Employers can log in Shanghai Municipal Human Resources and Social Security self-service management system once so that all the procedures of employment and social insurance registration can be done in one step.

7. Entrusted collections of social insurance premiums will be carried out. If the employer has set up accounts in the 15 banks that cooperate with the Municipal Social Insurance Business Management Center, there is no need to open a separate account. The existing accounts can pay the premiums though authorization according to the agreement so as to facilitate the employers, save social resources and improve service qualities.

8. Additional employment and social insurance registration self-service office areas shall be established in the administrative service centers of all districts, so that the conveniences will be enhanced on applying human resources and social security related businesses in the same spot.
